Summaries should be truncated to column width and have a tooltip

      Please truncate the summaries rendered in the Issue Links section of the Issue View as was done in pre-4.1 JIRA. Having mulitple wrapping lines makes the Issue Links section extremely hard to parse.

      As an improvement over JIRA 4.0, hovering over the truncated summary should bring up a tooltip that displays the full summary.
