Ability to forward issues to other users

      The concept is similar to email forwarding. You are looking at an issue and you know that some other person would benefit from knowing about changes to an issue, so you "forward" the issue to them. The person or persons you are forwarding the issue to would receive an email notification letting them know that you have forwarded the issue to them. The forward recipient(s) would have the ability to delete the forward if they decided at some point that they were no longer interested.
