Expand JQL to support date-oriented functions (Month, Day, Year) so there is more precision

      It is difficult to set up filter subscriptions to reflect monthly, quarterly, or other periodic data given the limitation of using only >, >=, <, and <= operators.

      Offering functions like SQL's MONTH( ), DAY( ), QUARTER() and YEAR( ) would provide this capability.
