      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      The views dropdown includes the 'search-request-view' plugins but it does so in a hard-coded way. They are defined in includes/navigator/table/header.jsp .

      As a plugin developer, I would like to include additional items into the tools drop down from issue navigator.

      Larger EPIC: Can we make sure that all new drop downs, lists, menus etc do
      use web fragments? Plugin devs will really appreciate that.
