The default setting for Bulk Operations is set to "Send Email for this Update". We would like to change the default setting to "Not send email for this update" instead of having to uncheck the silly box every single time we perform bulk operations

      I have tried to use the setting set to false and true and see no change.

      Steps to reproduce

      Edit the C:\a\JIRA-Enterprise-3.13.4\atlassian-jira\WEB-INF\classes\jira-application.properties and add the following line to the very end of the file

      jira.option.bulk.send.notifications=false

      Restart JIRA
      Perform a bulk edit
      See that the box is checked and slam head on desk.

      I repeated the same to see if by setting it to "true" I would have success. The same behavior was seen.

      Is there a workaround to have the default behavior of bulk edits not to notify folks via email? Is there another setting we can use in jira-application.properties or another properties file that could turn off email notifications for bulk edits? I appreciate any help in this matter.
