Remove Time Tracking "Not Specified" from issue view screen

      If an issue has no time tracking logged against it, we do not want to see a row with "Time Tracking: Not Specified". This takes up valuable space on the view screen with no value to the viewer.

      If no time tracking data has been logged then don't show that row.
