Should no longer be suggested people use the backup service

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      During JIRA's setup process well tell the user that they should enable a backup service. I believe we no longer recommend they do they unless they are using HSQLDB. In other cases we suggest people so database backups to memory concerns.

      I guess we should check what the current database is and adjust our recommendation accordingly. We may also want to add a warning to backup service.
