      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      This issue stems from a support case where a user assigned the group jira-users to a filter subscription.

      In this instance, the user has 70,000 users in jira-users and caused a performance hit to JIRA when the subscription kicked off.

      Perhaps this can be another jira-application.property we can set?
