Given the prevalence of drop downs in JIRA 4.0, it'd be good to have the FIlter operations (e.g. Save, Save as etc.) available as a drop down item. This would mean that you can "Save" a filter even when you're in "View" mode of the filter rather than having to resubmit the request to "View & Edit" mode before you can save the filter
