PDF version of an issue

      We should allow a PDF version of each issue, so that issues can be sent electronically, or printed in a nicer format.

      Perhaps we can use HTML2PDF or make the underlying page use velocity, which we can adapt to make PDFs.

      Workaround:
      Option 1:
      You can select Export to Word option and manually convert it to PDF.

      Option 2:
      You may choose the Print option from the issue options, and it opens up the basic details of the issue. You can print it and save it as a PDF.
