Is there a way to restrict users from commenting on closed issues?

I understand there are projects where it would be necessary to comment on closed issues, but I've got specific workflow setups that if there is any activity at all on the issue, it cannot be closed. Is there a way to set up a restriction in the permission scheme or workflow that wouldn't make the users unable to comment on issues in other statuses?

It would also be nice to be able to restrict assigning the issue and attaching items on closed issues.
