Better error messages when cookies are disabled

      When a user's browser has cookies disabled, and they try to login to JIRA, the login page just refreshes. There is no message to the user indicating what is wrong. It would be helpful, if you can say something like "You browser has cookies disabled, you need to enable cookies to login to JIRA."
