Permissions on viewing of User Properties which can be add as default fields into Add User form in Jira 3.7

      I would like to raise this request, either allow everyone to see new User Properties
      or add permissions to them. Otherwise this feature is useless because only Administrators
      can view these User Properties.
      We use Jira for customer support so we want to record extra information on customer
      as ironically mentioned in Jira 3.7 release note,
      "Ever wanted to record some additional information about a user? For instance, you might want to record their phone number, location, department, cost centre, etc."
      How useful is this if only Administrators can view these new user properties ?

      Secondly, possibility to configure Add User form with new User Propertiies fields, which can be required or optional.
