Improve Integrity checker

      There are quite a few things that we can do to improve the integrity checker. Look through the list of sub tasks for each action item.

          1.
          		 Rewrite PrimaryEntityRelationDelete to be a concrete check for issues without a project Sub-task Closed Unassigned

          3.

          4.
          		 Make SchemePermissionCheck flush the permissions cache Sub-task Closed Unassigned
          5.
          		 Make WorkflowStateCheck more effecient Sub-task Closed Unassigned
          6.
          		 Improve Filter Integrity Checking Sub-task Closed Unassigned
          7.
          		 Add check for CustomFieldValue to catch rows where CustomFieldValue contains null ID Sub-task Closed Unassigned
          8.
          		 Add check for ProjectRoleActor to catch rows where ProjectRoleID is null Sub-task Closed Unassigned
