Non-JIRA User Single Email Address Notification not Working

Summary

When trying to activate notifications to an external email in a Jira, it seems to not be notifying the external user. 

Environment  

• JIRA Cloud version 1000.610.1

Steps to Reproduce

 In order to test, and enable the functionality, we would need to pass through the following configuration:

1. Have the Browse Projects permission to Group: Anyone 
2. Make sure to have the Notifications set with the Issue Created to Single Email Address and make sure to have this email not corresponding to any user in JIRA, since it will be related to an external one.
3. Create a new issue in the project, and the notification will not be sent to the email.

Expected Results

 We should have a notification sent for the user, about the issue creation.

Actual Results

 No notifications are sent at all.

Workaround

 There's no workaround at the moment.
