Project Settings are hidden for the user with project administration permission without the JIRA Administration Global Permission

      Summary

      Users with Administrators role in JIRA Project will not be able to see Project settings module without having JIRA Administrators permission from Global Permissions in JIRA.

      Environment

      • JIRA Cloud 1000.5.0

      Steps to Reproduce

      1. Create a user and give them Administrators role in a test project. Ensure not to assign this user to groups that would put them in the JIRA Administrators permission according to current Global Permissions.

      Expected Results

      • Administrators of a project should be able to administer said projects' settings.

      Actual Results

      1. Login as your test user, you will see that the Project settings module is missing:
      2. If you add the user to one of the groups listed for JIRA Administrators in Global Permissions, they will be able to see the option again.

      Workaround

      1. Click on the project from the JIRA Administration menu on the top right.
      2. The list of projects that the user has the permission to will be displayed.
      3. Click on project and you'll be redirected to the Project Administration page.

      Optional 2nd workaround: Can provide the accounts with JIRA administrators permission.
