Dropdown buttons, on the top menu, are not working on some pages.

Environment

• JIRA Cloud, instances without active Service Desk license

Steps to Reproduce

1. Open a project
2. Click on "Project Administration"
3. Click on "Projects", "Issues" or "Dashboards"

Expected Results

The button shoud present its options

Actual Results

The button doesn't show its options, just a shadow is shown

Error found when using 'Inspect Element' of Chrome: Uncaught Error: No servicedesk/jQuery
