The option to configure "Maximum Authentication Attempts Allowed" and show a CAPTCHA on Cloud is no longer managed by JIRA.
Changes are saved when changing the value or clearing it to set "Unlimited" attempts, but it doesn't work and CAPTCHA is still enabled and configured to 6 failed login attempts.

Tested in JIRA + Confluence Cloud instance
