Bundle BTF analytics with JIRA 6.3.x

      We missed the boat for the JIRA 6.3 release but we would like to get BTF analytics bundled as soon as possible after that, so we are aiming for 6.3.1.

      This will involve adding the analytics-client and analytics-whitelist plugins as bundled plugins to JIRA.
