Locale parameter in Issue Collector causes it to not render

Steps to replicate:

1. Create a new issue collector
2. Copy the HTML snippet that looks something like:

   <script type="text/javascript" src="https://instance.atlassian.net/s/e44932f85f56a19a16247ff640cd8fee-T/en_US-85s30r/6325/93/1.4.11/_/download/batch/com.atlassian.jira.collector.plugin.jira-issue-collector-plugin:issuecollector/com.atlassian.jira.collector.plugin.jira-issue-collector-plugin:issuecollector.js?locale=en-US?collectorId=a4c74713"></script>
   

3. Paste that into an HTML document
4. View that page

Result:

The issue collector will not load.

Workaround:

Alter the above snippet to remove 'locale=en-US?' and paste the entry into an HTML page. It will then load.
