Issue Collector breaks in IE10 in standards mode

      The submit buttons at the bottom don't show up in IE10 in standards mode (the buttons are actually there, but can only be seen while hovering over them):

      You can reproduce it with this in IE10:

      It seems to have been fixed for IE9, but the behavior is now faced in IE10.
