Increase the default number of workflow transition buttons displayed back to two

    Description

      In JIRA 6.0 (specifically 6.0-OD-9-3, released to OnDemand on March 25), the default number of workflow transition buttons displayed was reduced from two to one.

      This is bad because most workflows have two transitions for a given state, making it quite common for an extra click to be required now.
