Description

Actually when setting a filter subscription in JIRA, the mail message will be delivered based on the system timezone.
In a situation where JIRA has users with different timezone settings it may be difficult for them to convert the time for receiving a filter subscription.
Since JIRA allows setting up different timezone settings for its users via profile, it would be nice if JIRA could also send filter subscriptions based on the user profile timezone instead of the system timezone.
Workaround
If the majority of the users are located within the same timezone, you can reduce the impact by configuring Jira to use the same timezone as them. The steps can be found in Set the timezone for the Java environment.
