The JIRA invite plugin currently decides if an invite is acceptable based of the instances 'Default Application' settings. For example, at some point in time an instance had a license for JIRA and Confluence. This instance's default application settings were JIRA and Confluence. The license is updated to a JIRA only license. Invites fail due to not enough available licenses since Confluence is still a default application.
