option to share filters to all existing groups

We are missing the option to share filters to all existing groups even if you are not member of this group. This option is especially important as it controls which rapid boards are visible to users too.
For sure this need to be controlled by a special right and not everybody should have this option by default. Also I would vote for restricting the share with everybody option with the same right.

Use Cases:

• PO would like to share a filter with a team
• employee would like to share a filter to a management group

I would like to split it up on 3 different right levels:
1) no share permission at all (exists right now)
2) share to groups/projects where user is a member
3) share to all existing groups + share with everybody
