Unable to extract text from MIME part with Content-Type 'image/jpeg;'

      We have a form handler cgi script that emails via our support inbox to JIRA.

      Updates to the form handler have allowed users to attach files to the submissions.

      However the attachments are not being recognised by Jira, and the following error has appeared in the log:

      [com.atlassian.mail.MailUtils] Unable to extract text from MIME part with Content-Type 'image/jpeg; name=AAP_PSYCH_001_5400.jpg

      The issues JRA-13720 and JRA-5728 suggest it may be an 'inline' attachment issue, but they also indicate it should be fixed.
