Menus don't work in IE9 in compatibility mode

    Description

      The Dashboard, Projects, Issues, and other menus don't work in IE9.

      Drop-down arrows next to 'Dashboards', 'Projects', and 'Issues' do not work. Creates a Javascript error:

      Also occurs when clicking drop-down list for 'Component/s' when creating a new issue.
      Looks to be same error as the dot dialog problem JRA-25568 but not confirmed
