This would be particularly useful for hosted customers, who don't have system access to their JIRA instance, so currently they have to raise a support request to get it done, so it would take a load off hosted support. Additionally, it would allow custom icons to be persisted between upgrades, images uploaded to the icons directory in JIRA (the current recommended way to include custom images) need to be manually migrated between upgrades.
