We need to be able to limit the ability to link issues by the issue status. If we have two issues, and they are both closed, I do not want to be able to link them. If one or both are opened or in progress, I'd like to be able to create the link from the open issue.

We are trying to use Jira for requirement and test management as well as issue tracking, and the ability to lock down issues (requirements and tests) once they are "approved" is critical to our ability to meet regulatory requirements in the medical device field. We use the links to link issues to requirements, requirements to tests, and requirements to hazards (all different projects in Jira). This provides great traceability between hazards, requirements, and tests; however, if we cannot control the links we cannot ensure the integrity of the traceability.
