Scheduler and Mail Queue is being started during the Upgrade of data following a v1 license detection

    Description

      Veenu was imported old 3.13 JAC data which had a v1 licence in it. The system was restarted and the upgrade began but during its running the scheuler and mail queue starts to send stuff and things arent ready yet!
