Filtering on a component / label when the plan is grouped by component / label, does not display the expected issues

Issue Summary

In Jira server as well as Jira Data Center 8.13 (this was the version used to reproduce the problem) with the Advanced Roadmaps versions specified when grouping by "Label" in the "View Settings" menu and then filtering by Component the plan's view show no results even when there are issues that matches the specified grouping and filters.

Steps to Reproduce

• Open a plan and:
  • Assign a label 1 to one issue
  • Assign a label 2 to another issue
  • Assign a label 3 to yet another issue
• Click on View settings > Group by > Label
• Create one group Group 1 including label 1
• Create a second group Group 2 including label 2
• You should now see three groups on your screen:
  • Group 1
  • Group 2
  • All other issues
• Click on Filters > Labels and select label 3

Expected results

The groups All other issues should be displayed, since it includes an issue that has label 3 in its labels.

Actual results

The groups All other issues is not displayed. All issues are filtered out.

Notes

The exact same problem occurs when grouping by component, then filtering on a component which is not assigned to issues included in the component groups. You can follow the exact same steps to reproduce the issue with components.

Workaround

Currently there is no known workaround for this issue.
