Configuring Non-Working Days in the Legacy Interface is not applied to Capacity in Chart

      Issue Summary

      The chart within a Plan utilizing the old interface is no longer showing the changes applied to capacity based on configured non-working days.

      Steps to Reproduce

      1. Within a Plan, create a non-working day within the date range of a current Sprint.
      2. Calculate the Plan, and observe no change has been made to the Chart, but the 'Forecasted Velocity Chart' will show this correctly:

      In the above example, the Team has a 2 week velocity of 10 Points with 1 issue included in the Sprint that is estimated at 10 Story Points. This means with one Non-Working Day configured for this two week iteration, we should see Capacity lower than 10 for this Sprint.

      Expected Results

      Value shown in Chart for Capacity would reduce based on Non-Working Days.

      Actual Results

      After configuring a Non-Working day, these days are not calculated and shown in the Chart like the Forecasted Velocity Chart.

      Workaround

      Downgrade to Advanced Roadmaps 3.20 or lower.

      Jira may need to be restarted for the Downgrade to take effect.
