Allow portfolio to not automatically unassign inactive users issues

      Currently, whenever an user with assigned issues on Portfolio is inactivated, he is automatically unassigned of any issues within Portfolio's plan and cannot be assigned issues until it is re-activated.

      It would be better if there was an option in Portfolio to control this behaviour instead.
