      Summmary

      Ordering CPR does not get reflected after reloading/refreshing the plan in certain situation.

      Steps to Reproduce

      1. Create a plan. Issue sources are 3 projects (A, B, C)
      2. Create CPR releases for these projects (A, B, C), lets say CPR1 and CPR2
      3. Edit issue source, add 1 more project (D)
      4. Create CPR release for all projects (A, B, C, D), lets say CPRnew
      5. Current Order in plan: CPRnew | CPR1 | CPR2
      6. When CPR2 is ordered before CPR1, the change is being reflected once plan is reloaded. Which means it's now
        CPRnew | CPR2 | CPR1
        
      7. But when either CPR1 or CPR2 is ordered to be before CPRnew, the change is not being reflected once plan is reloaded.

      Expected Results

      CPR2 | CPRnew| CPR1
      

      Actual Results

      Even after committing the changes, the order will get reverted.

      CPRnew | CPR2 | CPR1
