Currently, a Portfolio user can effectively add any Jira user as a Team member, without any sanity checks.

If the Portfolio user does not specify skills on issues and members, then the scheduler may produce nonsensical assignments.

It would be useful, if Portfolio could display a warning when the user adds a member that may be unassignable.
