Filters on board including portfolio TEAM field block issue visability in Jira

Summary

When using a board filter using the Portfolio team field exe:

team = 1 Order by Rank ASC

Issues are not visible to end user unless they are granted "Portfolio User" Global Permission under portfolio admin settings

Environment

• Portfolio 2.13.0
• Does not effect 2.12.1 or below

Steps to Reproduce

1. Create board with a filter that uses TEAM
2. Create Plan linked to the board
3. Log in as a user that has permissions to to see the issues but is not a member of Portfolio User Global permission

Expected Results

Issues are visible to the user on the Board

Actual Results

The Issues are not visible to the user on the board

Workaround

The Only known Workaround at this point is to add the user to the Portfolio User Permission, this has the side effect of granting the user ability to create and modify plans so use with caution, or downgrade the plugin to 2.12.1 to maintain functionality
