We often have teams with specializations that prevent one person from working on any item of work. For instance a hardware person that can't pick up a software task. Portfolio is reassigning these work items to load balance and its making the scheduling prediction almost pointless as 2/3 of the available work items in this case are being transferred to the wrong people.

It would be helpful if Portfolio had a way to only do that for tasks that were not assigned to a person and if a task were assigned to a person it would remain with them.
