Updated Skills distributions revert to defaults on commit

Summary

Occasionally, edited skill distributions for an issue will continually revert to their defaults after committing the changes.

Steps to Reproduce

1. Create a Theme with two skills and a non-default distribution (e.g 2:1);
2. Create an issue under the new theme with a non-zero estimation, and commit it to Jira;
3. Edit the skill distribution on the created issue (assign 100% of the estimate to one of the skills);
4. Commit the change.

Expected Results

After the scope table refreshes, the issue has 100% of its estimation assigned to the skill.

Actual Results

After the scope table refreshes, the skill distribution on the issue has reverted to its default starting values, and the edit has not been applied.

Notes

This issue cannot be consistently reproduced in a clean instance (yet), but shows up sporadically under specific conditions.
