      Problem Definition

      At the moment, allowing user/group to be part of "Portfolio for JIRA Viewer" permission in Global permission will allow the user to have access to all Live plans.

      Suggested Solution

      Allow the setting of Live plans' Viewers permission to be set for certain user/group though they are not part of "Portfolio for JIRA Viewer" permission.

      Why this is important

      Certain users/groups are limited to seeing projects. Having listed all plans under "View All Plans" allow them to view them but seeing empty issues there due to not having a full "Browse Projects" permission to the projects.

      Workaround

      Set both Viewer and Editor plan-specific permission to a value. This will take precedence over Global permission.
