Bulk Edit is not possible for parent link

Summary

It is not possible to bulk edit a parent link. The dropdown to select the parent link is missing.

Steps to Reproduce

1. Link an Epic to an Initiative. This will result in the Epic have a parent link
2. Go the Issue Navigator and perform a bulk edit
3. Select the above Epic and attempt to change the parent link.

Expected Results

A dropdown should be shown, where you can select another parent link.

Actual Results

Dropdown missing, so cannot choose another parent link.
