Have a permission in Portfolio to be able to view all the plans

      Problem Definition

      Currently, there is no unique permission in Portfolio Global Permissiosn to allow an user to view all the plans.

      Suggested Solution

      Create a permission in Portfolio Global Permission to be granted for users to be able to view all the plans in the system.

      Workaround

      Add either the administrator or a group of which the administrator is member of with at least view permissions on every plan (or make the plans completely public, i.e., have no plan-level restrictions).
