    Description

      Customer would like to have a feature/provision to filter out the list of issues from the Project before the Rule gets executed and performs the actions.

      Presently, all Issue events are being processed and, depending on the next filter condition, either action or no action is performed. This results in unnecessary execution of Rules and adds operational tasks that could be avoided by including filters at the configuration level similar to what is available under Scheduled Rule.

      for e.g By filtering the issue before execution, we can avoid 26544 instances of execution and filter out 5 issues and thus reduce overhead.

      Scheduled rule filters the issue on which the Rule/action needs to be performed.
