Error when publishing a rule using the baseUrl smart value as Webhook URL in a Send web request action

      Issue Summary

      When the baseUrl smart value is used as part of the Webhook URL in a send web request action, Jira administrators are not allowed to publish the rule

      Steps to Reproduce

      1. Create an automation rule with any trigger
      2. Add Send web request action
      3. Use baseUrl smart value in URL or Web request body
      4. Publish the automation rule

      Expected Results

      The Jira administrator should be able to publish the automation rule without problems.

      Actual Results

      The Jira administrator is not allowed to publish the rule getting the error: Provided URL is not present in Jira allowlist or request from anonymous users is not enabled.

      Workaround

      Temporarily disable the allowlist, publish the rule, and enable the allowlist again.
      Make sure you see the green pop-up when the allowlist is disabled and enabled.
