Currently, project admins can create a rule(if enabled by the Jira admin) however cannot set the scope as multiple projects even if they administrate multiple projects. This is difficult in terms of managing the rules and will also cause the creation of duplicate rules in the system which might result in performance issues. So, it would be really great to have an option for Project Admins to manage the scope of the rule and select multiple projects that they administer.
