Allow secret keys to be pulled through REST calls

      Currently it is not possible as the RuleSecretService is not an exported service.

      Request from customer:

      Since the "Secrets" feature was added in Automation for Jira 9, can you tell me how we can pull these secrets and decode their values using the REST API and/or via groovy classes (using Scriptrunner)?

      It would be very useful to be able to use this secure method of storing credentials for all of our scripts, both those being executed by A4J, and those being run separately.
