Problem Definition

Automation for Jira has the send email action.

One can select user groups as recipients of the email.
The action uses GroupManager.getUsersInGroup to resolve the recipients to users.
By default it filters out users that are inactive, but still considers active users without application access.

As a rule creator I would like to have an option to choose whether or not members of the group without application access should receive the email generated by the Automation rule.
