      Our documentation on https://confluence.atlassian.com/automation/jira-automation-actions-993924834.html#Jiraautomationactions-sendemail should have a warning note explaining that when using a group in the "To:" field, the email will be sent to all the members of the group (Global context) and the Project context will not be respected. 

      Even members without "Browse Projects" permission will receive an email.
