      Issue Summary

When bulk transferring automation rules from one user to another, but the automation rule requires a missing permission (as Transition Issues), in screen we have an incorrect successful output. When doing individually, in each automation rule, the error is seen.

This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Create a project automation rule that requires specific permission, as action to "Transition issue" to some status
      2. Remove that permission of a specific user/group or completely.
      3. Try to bulk edit the rules, notice a successful output is seen, but the user is not changed in automation list
      4. Go to the rule details and change the ownership. Notice an error will be shown (what is expected).

      Expected Results

Expected to have a screen message indicating the automation rule could not be modified.

      Actual Results

      An incorrect successful message.

      Workaround

Modify a rule manually to check the errors, resolve, then try to bulk edit again.
