Problem Definition

There is no difference between Project admins and Jira admins in regards to the rule actor that you can choose while defining a new automation rule, as stated in the documentation.

  Project admins vs Jira admins: Project admins can only choose themselves or the Automation for Jira user as the rule actor. Jira admins can select anyone to be the rule actor.

Suggested Solution

Update the documentation and remove "Project admins vs Jira admins" section as what is stated there is not true.
