Issue Summary

Automation rules does not work correctly when using curly quotes. When copying text from outside Jira (i.e. Microsoft Word, Google Docs)

This is reproducible on Data Center: yes

Steps to Reproduce

In this example in the screen shot, we see 2 audit log actions. The action using curly quotes doesn't work, while the action using straight quotes works as expected

Workaround

Manually edit the rule and replace any curly quotes with straight quotes
